1. The first must receive authorization forms and put them at the bottom of the pile.
2. The second must put the pile in a storage closet.
3. The third must refuse to authorize the light bulb change because the forms were never processed.
4. The fourth must process the resubmitted authorization forms.
5. The fifth must authorize a forty-watt bulb because a lower wattage bulb will use less electricity.
